They look like a large whole rest with a number above them which notates how long the rest goes on.

        Yep, my band director uses Finale to transpose music from F French Horn to Eb Alto Saxophone, it works, but there is no multi-rests so I wind up with about 5 pages too many. Noteflight needs multi-rest symbols
